The most significant barriers to organization design are not related to technology or lack of leadership

The most significant barriers to organization design are not related to technology or lack of leadership. They are concerned with protecting vested interests of certain groups or individuals within or outside of an organization, lack of a clear strategy, and established routines as a consequence of organizational inertia. Together, they make around 65% of the organization design barriers. Therefore, the success of any organization design effort will be based upon the ability to confront these obstacles at the very beginning of the project.
